Payment By Results (PBR) is a shift toward outcomes-based commissioning; this is when a commissioning body agrees to fund a provider on the basis that they will achieve particular agreed outcomes, instead of paying for services at the start of a contract. Intended to create incentives to drive improved performance from providers, and to ensure commissioners use resources more efficiently whilst enabling greater flexibility for delivery organisations, PBR is likely to become widespread and has vast implications for the VCSE sector.
